It is reasonable to come to the spot and investigate on the spot: In the context of open hearing by UGC to RU Vice Chancellor


 

Yassin Al Masum, RU Representative: Freedom is essential for the practice of knowledge because truth does not follow any state rules, any social prohibitions, religious precepts. Knowledge and truth may not be compatible with traditional, social, state, religious beliefs and it is not normal because progress cannot be made without avoiding customs. The knowledge that is engaged in the practice of knowledge is not knowledge. The history of civilization is full of conflict between tradition and free knowledge.


Father of the Nation Bangabandhu Sheikh Mujibur Rahman passed an Act governing universities in 1973 with a view to creating unlimited opportunities for independent knowledge and conducting independent educational activities free from state interference. Legally they deserve autonomy and they enjoy it.

The Vice-Chancellor appointed by the Hon'ble Chancellor of the University has the absolute power to conduct the overall activities of the University as per the Act of 1973. Sections 5 and 6 of 12 of the 63 Act state ...


12 (5) The Vice-Chancellor shall have the power to appoint, on a purely temporary basis, ordinarily for a period of not more than six months, officers (except the Pro-Vice-Chancellor and the Treasurer), teachers, and administrative and subordinate staff and report such action to the Syndicate.


This paragraph states that the Vice-Chancellor shall have the power to appoint officers, teachers, and administrative and subordinate staff other than the Vice-Chancellor and Treasurer on a full-time basis for a term of not more than six months.


12 (6) In any emergency arising out of the business of the University and requiring, in the opinion of the Vice-Chancellor immediate action, the Vice-Chancellor may take such action as he may deem necessary and shall, within seven days thereafter, report his action to the officer. Authority or other body who or which, in the ordinary course, would have dealt with the matter.


An analysis of this paragraph shows that the Vice-Chancellor of the University has the highest governing power in the university administration. The Vice-Chancellor, in spite of the provisions of any Act in force for the time being as per Vice-Chancellor 12 (6), may, in his urgent need, take such action as he deems necessary. The maximum power of the Vice-Chancellor has been given through Act 63.


The University Grants Commission is an institution that coordinates between the government and the universities.

The university grants commission of Bangladesh order, 1973 (The University Grants Commission of Bangladesh [Amendment] Act, 1998). This institution is a university financing institution. In addition to funding, the Commission may occasionally hold discussions and consultations with the Vice-Chancellor, teachers, and other senior officials to improve the quality of the University.
Assessing from that point of view, the University Grants Commission does not have any jurisdiction to send a notice to the RBI Vice-Chancellor for an open hearing, which is contrary to the Act of 1973, contrary to Section 12 (power of the Vice-Chancellor) under the Act.
On September 2, 2020, under the banner of the progressive teachers' society, believing in the consciousness and values ​​of the liberation war of the university. A press release signed by Mujibur Rahman has demanded that the investigation into the allegations against the Rajshahi University administration be conducted at the university, which is a very positive and good mediation. Earlier, allegations of corruption and irregularities were made in various public and private universities of the country, but no open hearing was heard. However, a reputed university like Rajshahi, It is highly disrespectful to send a notice for the open hearing to the Vice-Chancellor of a university-run by full autonomy which is tarnishing the image of this traditional university. It is the wish of all of us that the real truth is revealed, but it must be done legally.

Some fabricated, baseless allegations have been made in order to satisfy the interests of a vested interest group, completely, to embarrass and disrespect the Vice-Chancellor who believes in independence and Bangabandhu's ideals. The real truth will come out, all the evil forces will be lost in the abyss of time. This is the expectation and belief of all of us.  some issues cannot be judged by logic or relevance, they have to be judged on the basis of ideology, those who cherish the ideology of Father of the Nation Bangabandhu Sheikh Mujibur Rahman in their hearts never surrender to corruption and irregularities.
